政府收入。再看政府的收入。税收是政府收入中最主要的部分，它是国家为了实现其职能按照法律预先规定的标准，强制的、无偿的取得财政收入的一种手段。与政府购买支出、转移支付一样，税收同样具有乘数效应，即税收的变动对国民收入的变动具有倍增作用。当政府税收不足以弥补政府支出时，就会发行公债，使公债成为政府财政收入的又一组成部分。公债是政府对公众的债务，或公众对政府的债务。它不同于税收，是政府运用信用形式筹集财政资金的特殊形式，包括中央政府的债务和地方政府的债务。
